If you plan on new construction, you will need working building plans before most permits get approval. Does it make sense to hire an architect and get detailed drawings made if you don't know if you will get approval? Most of the time a simple drawing showing the dimensions of the structure and its proximity to the property lines will suffice for preliminary approval.  The size of the project will determine the extent of, or if any engineered drawing will be requires.
